• News: Moody`s Investors Service has upgraded to Aa3 from A2 the Oregon Local Governments` Limited Tax Pension Obligations, Series 2002 A & B (Federally Taxable), Approximately $189.8 million is outstanding. RATINGS RATIONALE The upgrade to Aa3 for Oregon Local Governments` Series 2002 pool primarily reflects the improved credit quality of the full faith and credit pledges of the pool`s participants. The rating is based our Weak Link Plus approach to pooled financings due to the lack of structural enhancements. This approach allows for uplift of up to two notches above the lowest rated participant`s individual obligation rating and cannot exceed the weighted average credit quality of the pool participants. The weight of each participant is its proportionate share of the outstanding obligations. The upgrade of the pool follows the upgrade of the City of Cottage Grove`s issuer and GOLT ratings to A2 from Baa1. The city was the lowest-rated participant in the pool.
