- News: S&P Global Ratings raised its long-term rating to `A+` from `A` on Arkansas State University Mid-South`s (formerly Crittenden County Community College District) limited-tax general obligation (GO) bonds based the application of its ""Issue Credit Ratings Linked to U.S. Public Finance Obligors` Creditworthiness"" criteria, published Jan. 22, 2018 on RatingsDirect. The outlook is stable. A four-mill ad valorem tax on all taxable property within the college`s boundaries secures the bonds. Although the original issuer of the series 2012 bonds, Crittenden County Community College District, merged with Arkansas State University in 2015, we have confirmed with management that the debt outstanding is still secured by all taxable property within the original boundaries of the Crittenden County Community College District. We rate the bonds on par with our view of Arkansas State University Mid-South`s general creditworthiness, as the taxing base supporting the bonds is coterminous with the college, and we see no unusual risks regarding the college`s willingness to support the debt or the fungibility of resources. The `A+` rating further reflects our view of the college`s: Access to Memphis, Tenn.`s broad and diverse economy; Stable operations; and Low debt burden. Partly offsetting the above strengths, in our view, are the college`s below-average, albeit adequate, income indicators.
