The Issuer hereby provides notice that S&P Global Ratings (S&P) withdrew its ratings on January 8, 2018 on Virginia local government issues that were based on the Virginia state aid intercept program following S&Ps determination that it misapplied its State Credit Enhancement Programs criteria. While the announcement by S&P listed several of the Obligations on Exhibit A, no rating change resulted with respect to any of the Obligations so listed.
