- News: The Village of Westchester, Cook County, Illinois (the ""Village""), in connection with the issuance of its Taxable General Obligation Bonds (Motor Fuel Tax Alternate Revenue Source), Series 2010A (Build America Bonds - Direct Payment to Village), Taxable General Obligation Bonds (Water and Sewer Alternate Revenue Source), Series 2010B (Build America Bonds - Direct Payment to Village), General Obligation Bonds (Sales Tax Alternate Revenue Source), Series 2013, and General Obligation Bonds (Sales Tax Alternate Revenue Source), Series 2015 (collectively, the ""Bonds""), entered into continuing disclosure undertakings (each an ""applicable Prior Undertaking""). Pursuant to the applicable Prior Undertaking, the Village agreed to disclose, among other things, the occurrence of certain material events (the ""Events"") with respect to the Bonds as required by Rule 15c2-12 of the Securities Exchange Act of 1934 (the ""Rule"") by filing notice of the Event with the MSRB. On September 21, 2018, Moody`s Investors Service, Inc. (""Moody`s"") downgraded the credit rating of the Bonds from ""Al"" to ""A2"" with a negative outlook. Any explanation of the significance of such rating can only be obtained from Moody`s. Under the applicable Prior Undertaking, the Village covenanted to disclose the occurrence of a rating change in a timely manner. The Village is hereby making a rating change disclosure for the Bonds under the Rule. The Village`s filing of this event notice does not constitute a default under the bond ordinances for the Bonds.
