On December 5, 2017, the Kroll Bond Rating Agency (KBRA) downgraded NPFGC from AA+ to AA, and then withdrew its rating of NPFGC. NPFGC issued a municipal bond insurance policy for the Bonds, which Bonds were rated by S&P and KBRA. Ratings on securities that are guaranteed or ""wrapped"" by a financial guarantor are maintained at a level equal to the higher of a) the rating of the guarantor or b) the published underlying rating. The published underlying rating of the Issuer by S&P is A+, such that following the withdrawal of the ratings of NPFGC by S&P and KBRA, the Bonds are downgraded to the S&P rating of A+.
